Enterprise Architecture, particularly in the Technology Domain is not a well understood or well developed capability in the market today. Technology EAs are frequently dropped into the role from other parts of the IT business without the experience, training or background as true enterprise architects.
Technology EA capability is also not required full-time over the long-term in most organisations but is frequently essential for particular business challenges and at a point in time.
These specialists require a broad range of skills that would only be honed by doing significant architectural work repeatedly under different circumstances meeting different requirements (usually out of industry). For most organisations there is not sufficient depth or breadth of projects to develop this skill set to a high degree of mastery in-house.
